Can you be more specific about "serious hosting issues"?  What are the issues?  I would first identify what caused "hosting issues" and understand if the hosting problems are related to the server, the website, the mismatch of the website to the server/server software, etc.  Then if the remedy is moving of the website to another host, you need to match the webserver to the website's framework, traffic, geographical location(s), etc.
